Therefore, protecting the electromagnetic environment, preventing electromagnetic interference and solving the problem of electromagnetic compatibility have attracted widespread attention of countries and relevant international organizations all over the world. Industrial developed countries and regions have brought the control of electromagnetic interference into the scope of national legal management and environmental protection. Especially since the 1990s, many countries have successively promulgated relevant laws, regulations and standards, and implemented comprehensive management and supervision on the production and market circulation of electrical and electronic equipment, as well as the establishment of stations or enterprises engaged in electromagnetic radiation activities, in order to ensure public safety and the vital interests of the public. Since the 89/336/eec directive of the European community came into substantive implementation on January 1st, 1996, whether the electromagnetic compatibility index is qualified or not has become one of the prerequisites for entering the European Community market. Many governments consider EMC issues from the perspective of trade, and have taken measures to strengthen the EMC certification of products. Our government attaches great importance to the cause of electromagnetic compatibility, and has done a lot of work in the formulation, implementation and supervision of electromagnetic compatibility standards, or the promotion of electromagnetic compatibility certification. 83 national electromagnetic compatibility standards have been issued, including 29 mandatory standards. In order to implement the relevant national EMC standards, adapt to the development trend of the international EMC field, improve the quality and market competitiveness of China's electrical and electronic products as soon as possible, protect the domestic market and improve the electromagnetic environment, the National Bureau of quality and Technical Supervision issued the "measures for the Administration of EMC certification" in 1999 and the "catalogue of the first batch of products implementing EMC safety certification" in 2000. EMC security certification system will be implemented for the products involved in the catalogue, and these products will be subject to mandatory supervision and management when entering the circulation field. For this reason, the State Administration of quality and technical supervision authorizes the China Electromagnetic Compatibility Certification Commission as the certification body that carries out the third-party fair evaluation on the electromagnetic compatibility of products on behalf of the countries with a scale of 0.46 ~ 0.50. The China Electromagnetic Compatibility Certification Commission is composed of the management committee and the certification center. The certification center has 15 contracted inspection institutions nationwide to be responsible for EMC certification and inspection. 2、 EMC certification rules and procedures principles of EMC certification: 1. The State implements unified management of EMC certification and plays a role in all aspects; 2. According to the internationally accepted EMC certification practices, and in combination with China's national conditions, focus on the international, based on domestic; 3. Adhere to the principle of enterprise application, and gradually implement market supervision and management; 4. Give play to the role of accreditation system and introduce competition mechanism in an orderly manner; 5. Gradually carry out EMC certification of products in batches. Enterprises that sell and use products listed in the catalogue of EMC safety certification products in China shall apply for EMC certification. The basic mode of EMC certification is type test, quality system inspection of processing plant and supervision after certification. The supervision and inspection shall be conducted at least once a year, including the inspection of the factory's quality system and the sampling inspection of products with certification marks. If the products applied for certification are qualified after certification, the certification authority shall approve the certification and issue the certification certificate. Relevant enterprises shall use certification marks on products or their packages. The certificate is valid for four years. Requirements for applying for certification: 1. Chinese enterprises hold the business license of enterprise legal person; The foreign enterprise holds the registration certificate of the relevant registration authority. 2. The products meet the relevant national EMC standards and their supplementary technical requirements, or the relevant EMC standards confirmed by the China Electromagnetic Compatibility Certification Commission. 3. The product quality is stable and can be produced in normal batch. 4. The quality system of the enterprise complies with gb/t19000 or ISO9000 quality management and quality assurance standards and their supplementary requirements adopted by the country where the foreign applicant is located.
